Drones are not banned and a licence is only required for commercial use.
But the laws are very strict especially the privacy laws, you cannot operate a drone closer than 150 meters from a house, 50 meters from people. Drones must be kept in sight of the operator, which kinda defeats the purpose of using one to look for a dog.
I'm not sure how practical it would be in the campo, stray dogs seem to be constantly moving, a few years ago in August a large dog showed up at my place dragging a wooden post on a heavy chain, I gave it water and in the time it took to go into the house to bring out some dog food it had disappeared, I spent hours looking for it but never saw it again :(

I have just read an article on the internet about a dog that went missing in Wales, the owners contacted a drone group who specialised in searching for missing dogs, and to date had recovered over 1000  This particular dog was found with a broken leg in undergrowth within 20 minutes.   The owners say that they do not think the dog would have survived without the drone search.    Just wondered if this might be that this area could consider.    No I haven't a drone, or a missing dog, but see so many postings for missing dogs.   Just a thought.
