It’s only the actual certificate that must be issued within the last 3 months if needed for a transaction. The actual padron needs to be re-registered every 2 years. As Angleseyite has said.

Collected two new padrons from Albox Town Hall very recently and was told that they need renewing every three months.  Is this correct ?,. Paid â,¬2 each.Is that correct, does anyone know?

Yes and Yes, but you don't have to renew the padron every 3 months unless to need them to make a particular purchase, such as a vehicle. Otherwise renew every few years.
