The responsibility for infrastructure under the LOUA refer to the land owner.
This is an important issue because the law is being tightened in its application.
You need to check the individual case with the Town Hall in question.
My advice is not to accept what an abogado or builder tells you.

I'm sure I've read somewhere on this Forum a reference to the fact that if you own a piece of land and then get a builder to build a house on it, you will be classed as the developer. Whereas if the builder sells you a piece of land with a house on it then you are not the developer.

Can any of you experts help me find this.
