I think that it also depends on the variety of rose you want to buy. Averagely the best time is late spring.

I like the idea of putting cuttings into potatoes ;D I have to try it! Haven't heard about it!

My wife did an autumn prune on our roses, and decided to try to propagate some of the cuttings, by putting them in potatoes (had some success with this method previously), no sign of any roses, but the potatoes are coming along well  ::) ::) ::)

I agree, plenty of compost and water, and water regularly.

This is usually the best time whilst the ground is still warm. You can also plant in late April or May.
Thats when I planted mine.
