computer nerd needs help

Just back from UK where I purchased Toshiba Chromebook.
Charged the battery up and switched on. Opening screen asks me to select language, which I do and press enter.
Next step is to add network, but I can't get cursor to list options, every time I put the cursor on it and press enter it goes back to select language.
is it me or have I bought a dodgy computer?
