Pozo/potho

I can't answer the question who is responsible to empty it, but we too had a communal pozo serving 28 houses, it cost 280e to have it empted we didn't bother with the TH, just all got together and paid 10e each household. Thankfully we are on mains sewerage now.

Should imagine if it's overflowing that you will all have to get together and pay for it to be emptied.  After all, the town hall wouldn't have been responsible for putting it in at the start, or filling it up!

We have a communal pozo/potho where the outlet is situated on the main road, my question is, who is responsible for the emptying of this?  We have been advised that it is the town halls responsibility as it is on the main road but previous attempts to contact the Councillors has resulted in them not bothering to respond  to emails that have been sent.  If anyone knows what the legal situation is we would be very grateful.  Thank you
