I'm with Vodafone.es - tarjeta.  On 28/3 I received a text advising the new EU roaming charges from 30/4: calls 6.1c/min +3c establishment to include the first 30 secs, receiving calls 1.4c/min, text 2.4c and internet 6.1c/MB.  Seems like they have got it right for once!

Good news in deed, it is now cheaper to use your mobile than it is to use a Movistar land line.
Skype and similar are still cheaper at 1.5p per min
We are with Talk mobile and have had these rates for some time
