Can anyone tell me how to find the up to date price of Cepsa gas? Have tried their website, but no price info given, probably because it varies week to week. Charged 16.95 euros earlier this week, which seemed a lot. Does the price vary depending on where you buy it?

I paid Euro 17.00 today at the BP garage.
They're so much more expensive than the orange Repsol ones as they're not regulated by the government. I paid €29 for 2 orange ones at Terdiguera garage today. The BP is usually more expensive than everywhere for everything too!

The price does fluctuate from week to week , but only by a few cent,s I assume as the price of gas goes up or down, so does the 'repsol' price ?

Price should only go up or down when the Government decides, not on a weekly basis.
