INTRO.

         Whilst we wait for inov 14 to be posted in the BOJA we can start to look at the PERI´s "Proyecto Especial de Reforma Interior" or (special project to reform the interior), Inov 14 created areas to be made Urban Non Consolidated called ARI´s, these are outlines of areas to be made Urban Non Consolidated and therefore do not detail the interior i.e. my house is not showing, it does not need to at this stage, these are now on the town hall web site "arboleas.org", the PERI´s should start being loaded next week.
 
   A PERI details the interior of the ARI and is a three part project, in the first part is the information for the second and third and this has to be approved in the Urban office in Almeria.

   The second part is the parcellation project and this comes out of the first which has already been approved in Almeria, this basically details all the plots, green areas, road and infrastructure etc and is where the correct amount of land is seeded to the town hall or monetary equivalent, agreements with various parties regarding costs of missing infrastructure etc is also done, this is then approved in a meeting in the town hall "Pleno" at this stage property owners having paid into the special project will be able to get their escritura for land, as owner of the land you now own what is on it and this stops embargoes being charged to you that are not your debts, a charge will be put on any plot not paid into the special project by the company doing the projects.

    The third part is the missing infrastructure, already agreed in the second part, this has to be finished and approved by Pleno in the town hall and the land becomes Urban Consolidated, fully urban, once this is done the town hall can issue "first Habitation Licences" which along with energy and antiquity projects the escritura for the house can be made at the Notary and registered at the property office, once the property tax is paid this is when you have full tittle deed to your property and land, sitting on fully urban land.
