What does it mean that a building is classified as out of planning?

In the real world what people need are..
An official document to show that they own the land.
An escritura of ownership of their house.
Certainty that there can be no future challenge to the property, which is guaranteed after 6 years, whatever the planning status.
That the town hall won't send you a bill for missing infrastructure, which is what the current argument in los carrascos is about.
