eucalyptus tree help please

Hi all

we have a big eucaluptus tree which is about 3 years old, i have just been trimming the bottom branches and noticed we have some kind of bug/fly nesting in it!!! they look like baby flying ants!!! they are in clumps and sitting near joints in the branches they dont appear to be eating the tree or damaging it in any way but if anyone can help with any action i should take??? ie to stop the tree being damaged or it spreading to other plants/trees.
