Hoping some one can help

I have a 4 year aple tree, it blossomed Ok and then came into leaf. The leaves have now died.
It also looks like most of the tree is dead, however there are new leaves coming from the bottom. Has it had it or can it be pruned to the new growth. If it can be pruned, when should this happen.

I live in Limaria and we did have several late frosts and loads of string winds...
