Insects on my grape vine

Put some vinegar in a spray bottle and spray an area round the base of tree,that usually works.UP THE REVOLUTION

I first found these insects on my pepper tree a couple of days ago, they were a solid mass on the leaves.  We cut all the branches off that we could see.  Checked the vine today and found them there. packed solidly on loads of leaves, eating them, when you move the leaf they fly around.  They are like a flying ant but smaller, with white wings about 1-2mm big with black bodies with streaks of red.  Help needed for diagnosis and remedy PLEASE.
