Unpaid IBI. Final notice
Arboleas Town Hall tax collection office is in the process of delivering final notices to those houses with debts exceeding 800 euros.
The total of these debts is 160,000 euros.

The letter states that if the house owner fails to urgently arrange payment the Council will commence embargo on the property.

just to keep the troops in the loop,can you explain the correct legal procedure the town hall is following,befor they go to embargo  ?

The tax official is hand delivering the final notice to the houses in question.
It is an official letter from the finance officer.
This follows many recorded delivery letters to the properties,
Some have been received and ignored.
Some have ignored e mails.
Some have been returned by the post office because there was no postal address, just the house address.
Some holiday homes either have post boxes which are never opened, some do not have postal addresses.
By law a non resident must have a financial representative, but many do not.
All the debts have been published, so failure to have received them because there is no way to deliver them is not a defence.

Well done Rog ,i do wonder what will happen in the big house once you hand over the controls in your twilight years,   :tiphat:

If you can advise where the list of homeowners is published, I am happy to have a look and contact any "known" clients that may not be aware.... I have mentioned this before as I am happy to help if "names" are known to me
