pool cover elastics

We were given a "tool" by coverbox, where we bought our cover from. It is a piece of tubing with a hook rivited on to it. Place the elastic into the hook and pull over the screw to put in place.

New ones are 2euros from the pool shop next to Longos.

I cut the head off an old screwdriver with a similar diameter to the elastic cord, then use that to force the old elastic out of the plastic fitting - it usually works unless the plastic fittings are old and brittle, in which case the plastic flanges usually snap and new ones are needed.

No such tool just buy new ones from the pool shop at longos or in Albox.  Or tie knots in the old ones to make them tighte

Is there a tool to mount and dismount the toggles on the elastics of a winter pool cover, need to change the elastics,  and if so where I can get one ?
