If you  use a spanish one then you are covered by the consorcio for 'extraordinary risks'. Like earthquake & flooding , both of which have occurred in recent years.
As soon as an event is classed as an extraordinary event then it is out of the responsibility of the company .
Flooding here is classed as an extraordinary event & yes it is declared somewhere every year in Spain.
