Perhaps they are digging out for the sewage plant?

Hi does anyone know what is happening on the Rambla. Rather large excavator filling lorry with hardcore. Aver twenty loads on Monday and now started again. I would have thought if repairing where water damaged surface it would be better to spread hardcore rather tan removing.
