The difference is

An "android box" is just a computer on the Internet (just like any general purpose computer), getting what's available over the World Wide Web.

IPTV is a box which works across the Internet, but doesn't use the web - instead it is specifically and only connected to a server somewhere which provides a TV service. The box itself could be any kind of computer, but specialised (by software and possibly with encryption, for that suppliers service. It could of course be a specially programmed Android box, but it could be done with other boxes too.

Sometimes the acronym IPTV is used for any way of getting TV over the Internet, but strictly speaking that's not correct.

an android box you make a one off payment for the box and just plug it in
the iptv system from the company i spoke to cost 200€ for the box plus 30€ per month rental

Hi thought that there was two differnt types if boxes andriod box and a iptv box, lol.
